A major wave of CHP (Combined Heat and Power) replacement decisions is approaching across the UK public sector estate. There are 309 gas fired CHP installations currently operating across healthcare, higher education and government estates, with three quarters expected to reach replacement decision points within the next decade.

As organisations look to decarbonise, replacement decisions are becoming increasingly complex. Low-carbon alternatives remain more expensive to operate, while grid constraints and growing electricity demand could delay projects by years.

Andrew Thomas

Senior Energy and Carbon Manager, University of Warwick

Andrew is a Senior Energy and Carbon Manager at the University of Warwick.

In this role, he supports the University’s carbon plan towards the 2030 net-zero target. Andrew also manages the University’s energy infrastructure, which includes monitoring and supporting the Operations team with the running of the District Heating infrastructure and energy centres. He works on capital projects, monitoring progress and supporting life cycle costing analysis.

Andrew holds a background in Mechanical Engineering from Warwick University and an MSc in Low Carbon Building Design from De Montford University.

Muditha Abeysekera

Senior Power System Engineer, Systems Integration , Energy Systems Catapult

Muditha is a Senior Power Systems Engineer at Energy Systems Catapult with over 15 years of academic, innovation and industry experience in the planning, design and operation of multi-energy systems. His work focuses on how heat, power and flexibility can be planned together to support resilient, lower-carbon energy systems.
 
At the Catapult, Muditha leads technical projects across power systems, flexibility, resilience, and industrial and public sector decarbonisation. His expertise is particularly relevant to combined heat and power, heat networks and energy centre planning, helping organisations understand how CHP can fit within wider decarbonisation pathways.
 
Muditha is a co-investigator of the UKRI Supergen Energy Networks Hub, a board member of ADE Heat Networks, and holds a part-time academic role at Cardiff University.

Matt Caville

Senior Advisor, Decarbonisation of Sites, Energy Systems Catapult

Matt is a Senior Advisor in the Sites Platform at Energy Systems Catapult, where he works with public sector and industrial organisations to decarbonise complex sites. He brings over a decade of experience across energy strategy, estate decarbonisation and investment planning, with a strong understanding of how technologies such as combined heat and power fit within wider heat, power and carbon reduction plans.
 
Before joining the Catapult in February 2024, Matt worked at the Department for Energy Security and Net Zero, where he helped set up major government funding schemes including the Public Sector Decarbonisation Scheme, Low Carbon Skills Fund and Industrial Energy Transformation Fund. His experience gives him a practical perspective on how organisations can assess, fund and deliver energy infrastructure projects that support long-term decarbonisation.
